RESOLUTION AUTHORIZING GRANT AWARD INCREASES TO THE CITY OF PATERSON, CITY OF PASSAIC, AND CITY OF CLIFTON FOR THE CODE BLUE PROGRAM FOR 2023-2024.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A.40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the County is responsible for issuing Code Blue alerts to municipalities within Passaic County and is responsible for working with local agencies to provide shelter and warming centers for individuals in need during a Code Blue alert; and
WHEREAS, pursuant to Resolution R-23-1232, the Board of County Commissioners of the County of Passaic authorized grant awards to the City of Paterson, City of Passaic, and City of Clifton for the 2023-2024 Code Blue season, in a total amount not to exceed one hundred fifty thousand ($150,000.00) dollars as follows:
1. A grant award to the City of Paterson in the amount of eighty thousand and 00/100 ($80,000.00) dollar; and
2. A grant award to the City of Passaic in the amount of five thousand ($35,000.00) dollars; and
3. A grant award to the City of Clifton in the amount of thirty-five thousand ($35,000.00) dollars.
WHEREAS, the Director of the Department is requesting to modify Resolution R2023-1232, dated December 28, 2023, as follows:
1 A grant award to the City of Paterson from eighty thousand and 00/100 ($80,000.00) dollars to one hundred seventeen thousand and 00/100 ($117,000.00) to provide Code Blue Services to County residents; and
2. A grant award to the City of Passaic from thirty-five thousand ($35,000.00) dollars to forty-nine thousand and 00/100 ($49,000.00) dollars to provide Code Blue Services to County residents; and
3. A grant award to the City of Clifton from thirty-five thousand ($35,000.00) dollars to forty-nine thousand and 00/100 ($49,000.00) dollars to provide Code Blue Services to County residents; and
WHEREAS, funds are available in Account No. G-01-41-924-024-213 sixty five thousand and 00/100 ($65,000.00) dollars, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 5, 2023, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic authorizes grant award increases to the City of Paterson, City of Passaic and City of Clifton for the 2023-2024 Code Blue Program as follows:
1. A grant award to the City of Paterson from eighty thousand and 00/100 ($80,000.00) dollars to one hundred seventeen thousand and 00/100 ($117,000.00) to provide Code Blue Services to County residents; and
2. A grant award to the City of Passaic from thirty-five thousand ($35,000.00) dollars to forty-nine thousand and 00/100 ($49,000.00) dollars to provide Code Blue Services to County residents; and
3. A grant award to the City of Clifton from thirty-five thousand ($35,000.00) dollars to forty-nine thousand and 00/100 ($49,000.00) dollars to provide Code Blue Services to County residents; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Human Services and Director of the Board are authorized to take any action necessary to carry out the purposes of this resolution.
