RESOLUTION AUTHORIZING A FIRST NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BOROUGH OF TOTOWA FY 2023 SEWER LINING PROJECT WILLARD AVENUE FROM WILLIAM PLACE TO TOTOWA ROAD UNTIL AUGUST 31, 2025.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2023 Annual Action Plan via Resolution R-23-0644 on June 27, 2023 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred sixty-five thousand eight hundred forty-eight and 00/100 ($965,848.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2023; and
WHEREAS, on September 5, 2023, the Board adopted Resolution 23-0847 accepting the CDBG FY 2023 Grant from USHUD and on September 26, 2023, adopted Resolution 23-0924 to allocate the grant funds; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2023 Annual Action Plan to the Borough of Totowa (hereafter “Borough”) for one hundred thousand and 00/100 ($100,000.00) dollars to implement the Sewer Lining Project on Willard Avenue from William Place to Totowa Road; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached correspondence, that the Borough has been delayed in the implementation of the project due to a delay in bidding the project and is requesting that the CDBG FY 2023 Grant Award be extended for the first time to August 31, 2025, to permit the Borough the time to complete the project; and
WHEREAS, this matter was discussed at the October 9, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents;
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the First No-Cost Time Extension of the Community Development Block Grant Program FY 2023 Grant to the Borough of Totowa to August 31, 2025; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
