RESOLUTION EXERCISING FIRST ONE-YEAR OPTION TO RENEW TO VARIOUS VENDORS IN CONNECTION WITH AGING SERVICES AND PROGRAMS FOR AREA PLAN CONTRACTS 2026-2027 DOAS26AAA016, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18.1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40a:11-4.1(b)(2) specifically allows the County to utilize competitive contracting for the operation, management or administration of recreation or social service facilities or programs; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, on June 11, 2024, the Board passed Resolution R-24-496 authorizing competitive contracting to award contracts under the Department of Senior Services Area Plan Contracts for the 2025-2027 grant period; and
WHEREAS, the Purchasing Agent unsealed responses to RFP 25-001, RFP 25-006,
RFP 25-009 and RFP 25-013 and pursuant to Resolution R24-1118, dated December 10, 2024, the Board authorized awards of contract to various agencies for the Passaic County Social Services in connection with aging services and programs for Area Plan Contracts 2025-2027 for the period January 1, 2025 through December 31, 2026, with two one-year options to renew, pursuant to N.J.S.A. 40A:11-4.1 et seq.; and
WHEREAS, the Director of the Department is requesting that the first one-year option to renew be exercised to the agencies listed below to provide services for seniors, veterans and citizens with disabilities in Passaic for the period commencing January 1, 2026, and expiring December 31, 2026; and

WHEREAS, awards are based and are contingent upon the availability of Federal and State funds through the State Division on Aging Services; and
WHEREAS, this matter was discussed at the October 21, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the first one-year option to renew to the agencies listed herein to provide services for seniors, veteran and citizens with disabilities in Passaic County commencing January 1, 2026 and expiring December 31, 2026 for the Area Agencies on Aging (AAA) Area Plan Contract (APC) 2026-2027 DOAS26AAA016, under RFPs-25-001, 25-006, 25-009, and 25-013; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
