RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE RECOMMENDATION OF THE RFP-24-013 AND AWARD VARIOUS PROJECTS FOR YOUTH INVOLVED WITH OR AT RISK OF INVOLVEMENT WITH THE JUVENILE JUSTICE SYSTEM FOR CALENDAR YEAR 2024, JANUARY 1, 2024, TO DECEMBER 31, 2024, WITH TWO (2) ONE YEAR OPTIONS TO RENEW.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social services programs, under which this program falls; and

 

 WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R23-0876, dated September 26, 2023, authorizing the Department to initiate the RFP process for various projects for youth involved with or at risk of involvement with the juvenile justice system; and 

WHEREAS, on February 9, 2024, the Purchasing Agent unsealed responses to Youth Services Commission 2024-2026 Comprehensive Plan Grant administered by the Department, RFP-24-13 (hereafter “RFP”); and 

WHEREAS, in accordance with the law, a Review Committee convened to review the responses to RFP-24-013, and in a memorandum dated February 15, 2024 attached to and made part of this Resolution, recommended an award of contract to the following approved vendors for a term commencing on January 1, 2024 to December 31, 2024, with up two (2) one (1) year options to renew; and

 

                     WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-24-013 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and

                     WHEREAS, the Committee recommends awarding the following contracts:

1.                     Mental Health Clinic of Passaic for their After School Prevention Program in the amount of $35,000.00. 

2.                     New Destiny Family Success Center, Inc., for their Youth Resiliency Program in the amount of $35,000.00.

3.                     D.S. Education Alliance for their Cultural Literacy Summer Workship in the of $17,500.00.

4.                     D.S. Education Alliance for their Young Men’s Leadership Program in the amount of $13,788.00.

5.                     D.S. Education Alliance for their Music and African Dance Program in the amount of $13,788.00.

6.                     Big Brother Big Sister for their One-On-One Youth Mentoring Program in the amount of $10,000.00.

7.                     M & S Psychotherapy and Counseling, Inc, for their Evaluations Program in the amount of $33,750.00.

8.                     M & S Psychotherapy and Counseling, Inc. for their Juvenile Sex Offender Program in the amount of $61,875.00.

9.                     Eva’ Village for their Youth Respite Housing in the amount $100,000.00.

 

 

WHEREAS, funds are available in Account Nos. G-01-41-810-024-213 and G-01-41-823-024-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the venders are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, this matter was discussed at the March 19, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is authorizing contract awards to the following approved vendors listed below totaling $320,701.00 for a term commencing January 1, 2024, to December 31, 2024, with up to two (2) one (1) year options to renew; and

 

1.                     Mental Health Clinic of Passaic for their After School Prevention Program in the amount of $35,000.00. 

2.                     New Destiny Family Success Center, Inc., for their Youth Resiliency Program in the amount of $35,000.00.

3.                     D.S. Education Alliance for their Cultural Literacy Summer Workship in the of $17,500.00.

4.                     D.S. Education Alliance for their Young Men’s Leadership Program in the amount of $13,788.00.

5.                     D.S. Education Alliance for their Music and African Dance Program in the amount of $13,788.00.

6.                     Big Brother Big Sister for their One-On-One Youth Mentoring Program in the amount of $10,000.00.

7.                     M & S Psychotherapy and Counseling, Inc, for their Evaluations Program in the amount of $33,750.00.

8.                     M & S Psychotherapy and Counseling, Inc. for their Juvenile Sex Offender Program in the amount of $61,875.00.

9.                     Eva’ Village for their Youth Respite Housing in the amount $100,000.00.

 

                     LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
