RESOLUTION AUTHORIZING A PURCHASE FROM VINDAN INC. D/B/A HARRIS UNIFORM, FOR UNIFORMS FOR THE HAWTHORNE POLICE DEPARTMENT, PURSUANT TO N.J.S.A. 40A: 11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40:11-12, et seq., the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into on behalf of the State of New Jersey by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, Vindan Inc. d/b/a Harris Uniform submitted competitive pricing for T0106 - Law Enforcement Firearms Equipment and Supplies, Master Blanket Purchase Order 17-FLEET-00769, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, the Passaic County Prosecutor’s Office is responsible for administration of the Local Forfeiture Trust Accounts of County Municipal Police Departments; and
WHEREAS, Vindan Inc. d/b/a Harris Uniform provided a quote to the Passaic County Prosecutor’s Office, attached to and made part of this resolution, for the purchase of uniforms for use by the Hawthorne Police Department, in the amount of six thousand three hundred twenty-one dollars ($6,321.00) which is being recommended for approval by the Passaic County Prosecutor’s Office; and
WHEREAS, funds are available in Account No. T-22-56-850-017-801, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution
WHEREAS, this matter was discussed at the June 2, 2026 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Passaic County Board of Commissioners hereby authorizes a purchase from Vindan Inc. d/b/a Harris Uniform, for uniforms for use by the Hawthorne Police Department, in the amount of six thousand three hundred twenty-one dollars ($6,321.00), as recommended by the Passaic County Prosecutor’s Office.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, and Director of the Passaic County Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
