RESOLUTION AUTHORIZING A FIRST NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2024 TOWNSHIP OF LITTLE FALLS ADA COMPLIANT BATHROOMS LOCATED AT THE SPORTS AND RECREATION COMPLEX LOCATED AT 160 PATERSON AVENUE UNTIL DECEMBER 31, 2027.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Passaic County Board of County Commissioners (hereinafter “Board”) adopted Resolution No. R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and

 

WHEREAS, the Board adopted Resolution No. R-24-596 on June 25, 2024 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred eighty-nine thousand one hundred and fifty-nine and 00/100 ($989,159.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2024; and

 

WHEREAS, the Board adopted Resolution No. R-24-1170 on December 10, 2024, accepting the CDBG FY 2024 grant from USHUD and adopted Resolution No. R-25-79 on January 1, 2025, to allocate the grant funds; and

 

WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2024 Annual Action Plan to the Township of Little Falls (hereinafter “Township”) for sixty thousand and 00/100 ($60,000.00) dollars for ADA compliant bathrooms located at the sports and recreation complex located at 160 Paterson Avenue; and

 

WHEREAS, the Township has notified the Division of Economic Development, see attached correspondence, that the Township requires additional time for the project and has requested that the CDBG FY 2024 grant award be extended to December 31, 2027 to permit the Township time to complete the project; and

 

WHEREAS, the Board considers this matter to be a benefit to the community and its residents; and

 

WHEREAS, this matter was discussed at the July 30, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes a first no-cost time extension of the Community Development Block Grant Program FY 2024 grant award to the Township of Little Falls to December 31, 2027; and

 

LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
