RESOLUTION AUTHORIZING VARIOUS APPOINTMENTS AND REAPPOINTMENTS TO THE LOCAL ADVISORY COUNCIL ON ALCOHOLISM AND DRUG ABUSE FOR A TWO (2) YEAR TERM, COMMENCING JULY 1, 2025 AND EXPIRING JUNE 30, 2027, PURSUANT TO N.J.S.A. 26:2B-31, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, N.J.S.A. 26:2B-31, known as the Alcoholism Treatment and Rehabilitation Act, established the policy of the State of New Jersey that persons with an alcohol use disorder and intoxicated persons may not be subjected to criminal prosecution because of their consumption of alcoholic beverages, but rather should be afforded a continuum of treatment so they may live as productive members of society; and

 

                     WHEREAS, N.J.S.A. 26:2B-33(d) authorizes the Board to establish a Local Advisory Committee on Alcoholism and Drug Abuse (“LACADA”) to assist the Board in the development of an annual comprehensive plan for the provision of community services to meet the needs of persons with an alcohol or substance use disorder; and

                     WHEREAS, pursuant to N.J.S.A. 26:2B-33(d), the Advisory Committee shall consist of no less than ten (10) nor more than sixteen (16) members, which shall be appointed by the Board, in accordance with the requirements set forth therein; and

 

                     WHEREAS, on June 13, 2023, the Board passed Resolution No. R-23-0538, appointing various members, including Robert Nolan, Matthew Bialkowski, Debbie O’Brien, Michele Shell, Jeanette Pimentel, Evan Covello, Ronna Bouton, Paula Tedesco, Andrea Romalho, Le’var Starr, Vito Andrisani, and Natalie Palmer, to the LACADA for a two (2) year term, beginning July 1, 2023 and expiring June 30, 2025, and

 

                     WHEREAS, the Passaic County Administrator is recommending the reappointment of the aforementioned members to the LACADA for a two (2) year term, commencing July 1, 2025 and expiring June 30, 2027; and

 

WHEREAS, the Passaic County Administrator is also recommending the appointment of Linda Doering and Patrick Breen to the LACADA for a two (2) year term, commencing July 1, 2025 and expiring June 30, 2027; and

 

                     WHEREAS, this matter was discussed at the May 14, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 26:2B-33(d), the Board of County Commissioners of the County of Passaic authorizes the following appointments and reappointments to the Local Advisory Council on Alcoholism and Drug Abuse for a two (2) year term, commencing July 1, 2025 and expiring June 30, 2027:

 

                     Robert Nolan;

                     Matthew Bialkowski;

                     Debbie O’Brien;

                     Michele Shell;

                     Jeanette Pimentel;

                     Evan Covello;

                     Ronna Bouton;

                     Paula Tedesco;

                     Andrea Romalho;

                     Le’var Starr;

                     Vito Andrisani;

                     Natalie Palmer

                     Linda Doering; and

                     Patrick Breen.

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
