RESOLUTION AUTHORIZING A THIRD NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BOROUGH OF WANAQUE FY 2022 PARK AVENUE AND BOULEVARD AVENUE WATER MAIN IMPROVEMENT PROJECT

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et. seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted Resolution R-22-0618 on June 28, 2022, authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred six thousand seven hundred ninety one and 00/100 ($906,791.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2022; and
WHEREAS, the Board adopted Resolution 22-0820 on September 6, 2022, accepting the CDBG FY 2022 grant from the USHUD and adopted Resolution 22-0889, on September 27, 2022, to allocate the grant funds; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2022 Annual Action Plan to the Borough of Wanaque (hereafter “Borough”) for one hundred thousand and 00/100 ($100,000.00) dollars for the Park Avenue and Boulevard Avenue Watermain Improvement Project; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached correspondence, that the Borough has been delayed in the implementation of the project and is requesting that the CDBG FY 2022 grant award be extended for the third time to July 30, 2025, to permit the Borough the time to complete the project; and
WHEREAS, this matter was discussed at the May 15, 2025, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents;
NOW, THEREFORE, LET IT BE RESOLVED, by the Board of County Commissioners of the County of Passaic, that it hereby authorizes the third no-cost time extension of the Community Development Block Grant Program FY 2022 grant to the Borough of Wanaque to July 30, 2025; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
