RESOLUTION AUTHORIZING THE ADDITION OF $75,000.00 TO T&M ASSOCIATES TO COMPLETE AN UPDATE OF THE PASSAIC COUNTY PARKS, RECREATION, AND OPEN SPACE MASTER PLAN, PURSUANT TO N.J.S.A. 40A:11-5 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Planning and Economic Development (hereafter “Department”) facilitates the development and redevelopment of communities that offer citizens a high quality of life by meeting their needs for employment, affordable housing, efficient transportation, and access to leisure, recreational and cultural opportunities; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-686 authorizing an award of contract to T&M Associates in an amount not to exceed seventy-five thousand dollars ($75,000.00), to complete an update of the Passaic County Parks, Recreation, and Open Space Master Plan; and
WHEREAS, on September 9, 2025, the Board passed Resolution No. R-25-867 amending Resolution No. R-25-686 to reflect that T&M Associates was qualified under RFQ-25-058; and
WHEREAS, the Department wishes to add seventy-five thousand dollars ($75,000.00) to Purchase Order #25-05040, to T&M Associates for the Passaic County Open Space Master Plan Update, for a total amount of one hundred and fifty thousand dollars ($150,000.00) as reflected in the original fee proposal attached hereto and made part of this resolution; and
WHEREAS, this matter was discussed at the November 25, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Passaic County Board of County Commissioners for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, the Board of County Commissioners of the County of Passaic is authorizing an addition of seventy five thousand dollars ($75,000.00) to T&M Associates for professional services to complete an update of the Passaic County Parks, Recreation and Open Space Master Plan, as recommended by the Director of Planning.
