RESOLUTION AUTHORIZING AWARD OF CONTRACT TO CONCRETE CONSTRUCTION CORP., FOR EMERGENCY ON-CALL DRAINAGE WORK AT 909 BELMONT AVENUE IN THE BOROUGH OF NORTH HALEDON AND NEAR THE INTERSECTION OF LAKEVIEW AVENUE AND MERSELIS AVENUE IN THE CITY OF CLIFTON PER BID C-24-001, PURSUANT TO N.J.S.A 40A: 11-4 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and

 

WHEREAS, the County desires to initiate emergency on-call drainage work in the Borough of North Haledon at 909 Belmont Avenue which will include drainage piping and repair of a collapsed sink hole with new piping, inlet repair, asphalt, and traffic control; and

 

WHEREAS, the County desires to initiate emergency on-call drainage work in the City of Clifton near the intersection of Lakeview Avenue and Merselis Avenue which will include drainage piping and repair of a collapsed sink hole with new piping, inlet repair, asphalt, and traffic control; and

 

WHEREAS, on October 23, 2023, the Purchasing Agent issued C-24-001, On-Call Drainage Projects, (hereafter “C-24-001”) seeking sealed proposals from qualified bidders for On Call Drainage Projects, to be used on an as-needed basis; and

 

WHEREAS, November 9, 2023, the Board passed Resolution No. R-23-1170 qualifying a pool of contractors for on-call drainage projects at established unit prices for a two-year period beginning January 1, 2024 through December 31, 2025, to be hired on an as-needed basis, which included Concrete Construction Corp.; and

 

WHEREAS, the Passaic County Engineer is recommending an award of contract to Concrete Construction Corp. for the emergency on-call drainage work needed in the Borough of North Haledon and the City of Clifton in an amount not to exceed thirty-three thousand eight hundred fifty-five dollars and ninety cents ($33,855.90); and

 

WHEREAS, funds are available in Account No. C-04-55-188-002-904 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and

 

                     WHEREAS, this matter was discussed at the May 14, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Concrete Construction Corp., for emergency on-call drainage work at 909 Belmont Avenue in the Borough of North Haledon and near the intersection of Lakeview Avenue and Merselis Avenue in the City of Clifton, in an amount not to exceed thirty-three thousand eight hundred fifty-five dollars and ninety cents ($33,855.90) as recommended by the Passaic County Engineer.

 

                     LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
