RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO CORONIS HEALTH RCM I, LLC. FOR EMERGENCY MEDICAL SERVICES MEDICAL BILLING, PER RFP-26-016, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the Passaic County Sheriff’s Office (hereinafter “PCSO”) desires to contract with an outside vendor to provide Emergency Medical Services Medical Billing; and

 

                     WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

                     WHEREAS, N.J.S.A. 40A:11-4.1(n) specifically authorizes the County to utilize competitive contracting to hire a vendor to perform emergency medical billing services; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R-23-0147 on February 14, 2023, authorizing competitive contracting for medical billing for Emergency Medical Services (EMS); and

 

WHEREAS, on March 3, 2026 the Purchasing Agent issued RFP-26-016, Passaic County Sheriff’s Office Emergency Medical Services Billing (hereinafter “RFP-26-016”), seeking a vendor to administer the Sheriff’s Office Emergency Medical Services Billing; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.5(d), in a memorandum dated April 7, 2026, which is attached to and made part of this Resolution, two (2) proposals were reviewed and ranked based on a methodology for the awarding of competitive contracts, which included management, technical and costs; and

 

WHEREAS, the April 7, 2026, memorandum is recommending an award of contract to Coronis Health RCM I, LLC for a one (1) year term from May 1, 2026, through April 30, 2027, with two (2) one year optional years to renew; and

 

WHEREAS, Coronis Health RCM I, LLC shall be paid a fee of 7% of all revenue collected as set forth in its proposal submitted through RFP-26-016 for the first year, as well as under both optional extensions; and

 

                     WHEREAS, this matter was discussed at the April 21, 2026 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and

 

 NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners for the County of Passaic hereby authorizing an award of contract to Coronis Health RCM I, LLC for Emergency Medical Services Medical Billing under RFP-26-016 for a one (1) year term beginning May 1, 2026, and expiring April 30, 2027, with two (2) One year option years to renew.

 

LET IT BE FURTHER RESOLVED, that Coronis Health RCM I, LLC  shall be paid a fee shall of 7% of all revenue collected as set forth in the proposal submitted by Coronis Health RCM I, LLC under RFP-26-016, for the first year, as well as under both optional extensions.

 

LET IT BE FURTHER RESOLVED, the Clerk of the Board shall publish, on the public notices section of the County webiste, a brief notice stating the nature, duration, service, and amount of the contract to Coronis Health RCM I, LLC., and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
