RESOLUTION AUTHORIZING GRANT AWARDS FROM THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES TO THE CITY OF CLIFTON, CITY OF PASSAIC, AND CITY OF PATERSON FOR WARMING CENTER OPERATIONS DURING THE 2026-2027 CODE BLUE SEASON, FROM NOVEMBER 1, 2026 TO MARCH 31, 2027, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (“Board”) are vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the County’s Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

WHEREAS, the Director of the Department is requesting authorization for the following Code Blue grant awards: to the City of Paterson for ninety-five thousand dollars ($95,000.00); to the City of Clifton for fifty thousand dollars ($50,000.00); and to the City of Passaic for fifty thousand dollars ($50,000.00), for an overall total amount not to exceed one hundred and ninety-five thousand dollars ($195,000.00), which shall support warming center operations during the 2026-2027 Code Blue Season from November 1, 2026 to March 31, 2027; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the above-described cities executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed that the cities are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, funds are available in Account No. G-01-41-821-027-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and

 

WHEREAS, this matter was discussed at the September 30, 2026 meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.

NOW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the following Code Blue grant awards: to the City of Paterson for ninety-five thousand dollars ($95,000.00); to the City of Clifton for fifty thousand dollars ($50,000.00); and to the City of Passaic for fifty thousand dollars ($50,000.00), for an overall total amount not to exceed one hundred and ninety-five thousand dollars ($195,000.00), which shall support warming center operations during the 2026-2027 Code Blue Season from November 1, 2026 to March 31, 2027.

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
