RESOLUTION TO AMEND RESOLUTION R-24-1127, DATED DECEMBER 10, 2024, TO ALLOCATE AN ADDITIONAL $6,000.00 TO WILLIAM PATERSON UNIVERSITY FOR THE WILLIAM PATERSON UNIVERSITY TEEN SUMMIT FOR PREVENTION/EDUCATION UNDER RFP-22-005.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management or administration of social service programs, under which this program falls; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R-2018-1075, dated December 27, 2018, authorizing the Department to initiate the RFP process to procure services related to addiction services; and

 

WHEREAS, on February 1, 2022, the Purchasing Agent unsealed responses to County Comprehensive Plan for Addition Services 2022, RFP-22-005 (hereafter “RFP-22-005”); and

 

WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-22-005, and in a memorandum dated February 11, 2022, recommended an award of contract to approved vendors, as contained in Resolution R-22-0176, dated March 8, 2022, with  up to three (3) one-year options to renew, for addiction services; and

 

WHEREAS, pursuant to Resolution R-22-1216, dated December 27, 2022, the Board authorized the exercise of the first one-year option to renew for calendar year 2023; and

 

WHEREAS, pursuant to Resolution R-23-1138, dated December 12, 2023, the Board authorized the exercise of the second one-year option to renew for calendar year 2024; and

 

WHEREAS, pursuant to Resolution R-24-1127, dated December 10, 2024, the Board authorized the exercise of the third one-year option to renew for calendar year 2025, from January 1, 2025, to December 31, 2025, to the following approved vendors totaling $295,071.00:

 

Center for Family Resources                                                                                                         $25,382.00

New Bridge Services, Inc.                                                                                                         $40,000.00

New Hope Integrated Behavioral Healthcare, Inc.                                          $59,400.00

Straight and Narrow                                                                                                                              $115,019.00

William Paterson University                                                                                                         $55,270.00; and

 

WHEREAS, William Paterson University was initially awarded $55,270.00 for the Teen Summit for Prevention/Education; and

 

WHEREAS, due to an increase in services for Passaic County schools, the number of participating schools has expanded from 18-22, and the number of participants has grown from 500 to 600; and

 

WHEREAS, to accommodate these changes, the budget has been adjusted to cover increased costs in food, transportation, and other expenses; and

WHEREAS, the Director of the Department of Human Services, Division of Mental Health and Addiction Services, requests a contract increase of $6,000, which will bring the total award amount to $61,270.00 for the William Paterson University Teen Summit; and

 

WHEREAS, funds are available in Account No. G-01-41-738-024-PE1 or in in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, this matter was discussed at the May 20, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the amendment of R-24-61127, dated December 10, 2024, to allocate an additional $6,000.00 to William Paterson University, which will bring the total award amount to $61,270.00 for the William Paterson University Teen Summit; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
