RESOLUTION AUTHORIZING THE ADVERTISEMENT OF A SUBSTANTIAL AMENDMENT TO THE PASSAIC COUNTY ANNUAL ACTION PLAN FY 2021 AND A PUBLIC HEARING TO BE HELD ON JUNE 3, 2025, TO UTILIZE FUNDS FROM 2021 TO FUND THE WOODLAND PARK GRIMES PARK ADA RAMP PROJECT, PURSUANT TO 24 CFR 91.105.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et. seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”), on September 9, 2008, passed Resolution R-08-760 which adopted the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR 91.105, for the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Plan was further amended by Resolution R-2017-0505 on July 12, 2017, to comply with added outreach requirements for Broadband access and emergency management supplemented to 24 CFR 91.105; and
WHEREAS, the Plan was further amended by Resolution R-2020-0438 on May 19, 2020, to incorporate language related to community access to program information and to permit public hearings to be held electronically in times of emergency as well as follow HUD guidance on shortened public review times during times of emergencies; and
WHEREAS, the Plan was further amended by Resolution R-2024-0194 on February 27, 2024, to incorporate language related to community access to program information and to permit public hearings to be held in person and electronically simultaneously, at the discretion of the County; and
WHEREAS, the Department of Planning and Economic Development (hereafter “Department”) seeks to advertise a substantial amendment to the Passaic County Annual Action Plan for Fiscal Year 2021 to permit the reprogramming of funds for the installation of ADA compliant ramps at the Grimes Park in the Borough of Woodland Park; and
WHEREAS, the Council of the Borough of Woodland Park formally requested, through the attached letter incorporated into this Resolution, that the County of Passaic amend the Passaic County Community Development Block Grant Program Annual Action Plan for FY 2021 to reprogram the grant award for the Grimes Park ADA Improvements Project due to a need for increased accessibility throughout the park; and
WHEREAS, the Department seeks to hold a public hearing to solicit comments from the public on the amended Annual Action plan for CDBG FY 2021 on June 3, 2025, 12:00 pm at 401 Grand Street, Room 417, Paterson, New Jersey and virtually via WebEx link; and
WHEREAS, the Department seeks to advertise, note attached public notice, the availability of the amended scope of work for the CDBG Annual Action Plan for FY 2021 that will be on public display for a thirty (30) day period from May 28, 2025, to June 27, 2025, in order to permit the public time to comment on the proposed amendments; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR 91.105, that the Board of the County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the action of the Department of Planning and Economic Development as set forth above; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Board hereby authorizes the Department to advertise the proposed substantial amendment to the CDBG FY 2021 Annual Action plan that has been placed on public display at 401 Grand Street, Paterson, NJ 07505, Room 417; in the offices of the Board of the County Commissioners, 2nd Floor; and on the County website, www.passaiccountynj.org as detailed above and in the attached public notice
