RESOLUTION AUTHORIZING THE COUNTY OF PASSAIC DEPARTMENT OF PLANNING AND ECONOMIC DEVELOPMENT TO ACCEPT FUNDING FROM THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY (NJTPA) FOR FY2027 UNIFIED PLANNING WORK PROGRAM (UPWP), SUBREGIONAL TRANSPORTATION PLANNING PROGRAM GRANT, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the North Jersey Transportation Planning Authority (hereinafter “NJTPA”) is the federally designated Metropolitan Planning Organization responsible for coordinating transportation planning and programming in the northern New Jersey region, and administers the Unified Planning Work Program (hereinafter “UPWP”), which funds transportation planning activities undertaken by its subregions, including the County of Passaic; and
WHEREAS, the County of Passaic Department of Planning and Economic Development serves as the designated Subregional Transportation Planning agency for Passaic County under the NJTPA Subregional Transportation Planning Program; and
WHEREAS, the NJTPA has approved funding for the County of Passaic under the FY2027 Unified Planning Work Program (UPWP), Subregional Transportation Planning Program, in the amount of one hundred eighty thousand and sixty dollars ($180,060.00) to support transportation planning activities to be undertaken by the Department of Planning and Economic Development; and
WHEREAS, it is necessary and in the best interest of the County of Passaic to accept said funding from the NJTPA to carry out the FY2027 Subregional Transportation Planning Program; and
WHEREAS, this matter was discussed on August 5, 2026, by the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Passaic County Board of County Commissioners authorizes the acceptance of funding for the County of Passaic under the FY2027 Unified Planning Work Program (UPWP), Subregional Transportation Planning Program, in the amount of one hundred eighty thousand and sixty dollars ($180,060.00);
LET IT BE FURTHER RESOLVED that the Director and Clerk to the Board, County Counsel, and the Director of Planning are hereby authorized to act as the authorized representatives of the County of Passaic and to execute all necessary documents on behalf of the County of Passaic.
