RESOLUTION THE ACCEPTANCE OF ADDITIONAL GRANT FUNDS FROM THE NEW JERSEY ASSOCIATION OF COUNTY AND CITY HEALTH OFFICIALS THROUGH THE ENHANCING LOCAL PUBLIC HEALTH INFRASTRUCTURE GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and 

 

WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 Municipalities in the County; and

 

WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) is in charge of administering the Enhancing Local Public Health Infrastructure grant program, which includes $75 million in grant funding from the New Jersey Department of Health to support sub-awards to local health departments across the state of New Jersey; and

 

                     WHEREAS, on February 14, 2023, the Board passed Resolution No. R-23-0105, authorizing the Department to apply for and accepting a grant award from the New Jersey Association of County and City Health Officials (“NJACCHO”) through the Enhancing Local Public Infrastructure grant program, in the amount of seven hundred forty-seven thousand one hundred thirty-nine dollars ($747,139.00) for the period beginning on October 1, 2022 and expiring on June 30, 2023; and

 

                     WHEREAS, on July 18, 2023, the Board passed Resolution No. R-23-0668, authorizing the acceptance of additional grant funds from NJACCHO through the Enhancing Local Public Infrastructure grant program, in the amount of seven hundred forty-seven thousand two hundred forty-one dollars ($747,241.00), resulting in a new total grant award in the amount of one million four hundred ninety-four thousand three hundred eighty dollars ($1,494,380.00), to be expended by June 30, 2024; and

 

                     WHEREAS, on September 24, 2024, the Board passed Resolution No. R-24-848, amending Resolution No. R-23-0668 to extend the budget period for the above-described Enhancing Local Public Infrastructure grant to June 30, 2025; and

 

WHEREAS, on March 2, 2026, the Department received a letter from NJACCHO, attached hereto and made part of this Resolution, advising of the availability of additional grant funds through the Enhancing Local Public Infrastructure grant program, in the amount of thirty-three thousand two hundred ninety-three dollars ($33,293.00), resulting in a new total grant award in the amount of one million five hundred twenty-seven thousand six hundred seventy-three dollars ($1,527,673.00), to be expended by an extended deadline of July 31, 2026, which the Department is recommending to the Board for approval; and

 

WHEREAS, there is no dollar match required to accept this award; and

 

WHEREAS, this matter was discussed at the March 11, 2026, Health & Human Services Committee meeting, and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the acceptance of additional grant funding from the New Jersey Association of County and City Health Officials through the Enhancing Local Public Health Infrastructure Grant Award Program, in the amount of thirty-three thousand two hundred ninety-three dollars ($33,293.00), resulting in a new total grant award in the amount of one million five hundred twenty-seven thousand six hundred seventy-three dollars ($1,527,673.00), to be expended by an extended deadline of July 31, 2026.

 

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Department/Health Officer, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
