RESOLUTION TO INCREASE THE AWARD AMOUNT TO NEW HOPE TO PROVIDE INPATIENT SUBSTANCE ABUSE TREATMENT FOR YOUTH AND THIS AMENDMENT IS TO COVER AN INCREASE IN THE LEVEL OF SERVICES PROVIDED IN 2023, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and

 

WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R20181075, dated December 27, 2018, authorizing competitive contracting for addiction services; and

 

WHEREAS, on February 1, 2022, the Purchasing Agent unsealed responses to County Comprehensive Plan for Addiction Services 2022, RFP 22-005 (hereafter “RFP 22-005”); and

 

WHEREAS, pursuant to R 22-1216, dated December 27, 2022, the Board approved exercising the 1st Option to Renew for calendar year 2023; and

 

WHEREAS, the Director of the Department is now requesting an increase in the amount of Sixteen Thousand Five Hundred ($16,500.00) Dollars to New Hope to provide inpatient substance abuse treatment for youth; and

 

WHEREAS,  pursuant to N.J.A.C. 5:30-11.10, the County is permitted to increase the award amount under contracts competitively bid pursuant to N.J.S.A. 40A:11-4.1, where such Contracts are deemed open-end contracts, as is the case here; and

 

WHEREAS, funds are available in Account No. G-01-41-810-023-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2023 and/or subsequent years’ County budget(s); and

 

WHEREAS, this matter was discussed at the January 16, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, that pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic is authorizing the increase in the appropriation to New Hope for the contract under RFP 22-005 in the amount of Sixteen Thousand Five Hundred ($16,500.00) Dollars to provide inpatient substance abuse treatment for youth.

 

LET IT FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
