RESOLUTION AMENDING R-23-0668 TO REFLECT THE CURRENT PROJECT/BUDGET PERIOD OF THE GRANT AWARD FROM THE NEW JERSEY ASSOCIATION OF COUNTY AND CITY HEALTH OFFICIALS FOR THE ENHANCING LOCAL PUBLIC HEALTH INFRASTRUCTURE GRANT AWARD PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 510,000 County residents; and
WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) was granted a grant award from the New Jersey Department of Health to support sub-awards to Local Health Departments in New Jersey; and
WHEREAS, on February 14, 2023, the Board passed Resolution No. R-23-0105, accepting a one (1) year grant award from NJACCHO for the Enhancing Local Public Health Infrastructure Grant Award Program, in the amount of seven hundred forty-seven thousand one hundred thirty-nine dollars ($747,139.00) from October 1, 2022, through June 30, 2023; and
WHEREAS, on July 18, 2023, the Board passed Resolution No. R-23-0668, amending R-23-0105, to reflect a two (2) year grant award from NJACCHO, in the amount of seven hundred forty-seven thousand two hundred forty-one dollars ($747,241.00) for the grant period of July 1, 2023 to June 30, 2024, for a total grant award of one million four hundred ninety-four thousand three hundred eighty dollars ($1,494,380.00) from October 1, 2022 through June 30, 2024; and
WHEREAS, on March 19, 2024, the Department received a letter from NJACCHO, attached hereto and made part of this Resolution, indicating that the Enhancing Local Public Health Infrastructure Grant is being amended to extend the project/budget period to June 30, 2025, while the dollar amount will remain the same; and
WHEREAS, the Department is recommending to amend Resolution R-23-0668, to reflect the current project/budget period of the Enhancing Local Public Health Infrastructure Grant; and
WHEREAS, there is no dollar match required to accept this award; and
WHEREAS, this matter was discussed at the September 17, 2024, Health & Human Services Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby amends the budget/grant period of the Enhancing Local Public Health Infrastructure Grant to June 30, 2025.
LET IT BE FURTHER RESOLVED, that the current grant award from the New Jersey Association of County and City Health Officials is one million four hundred ninety-four thousand three hundred eighty dollars ($1,494,380.00), which will be utilized for the Enhancing Local Public Health Infrastructure Grant Award Program from October 1, 2022 through June 30, 2025.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Health Officer and Director, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
