RESOLUTION AWARDING CONTRACT TO TOP REPAIRS INC., d/b/a PANTHER, TO REPLACE SIX FOOD WELLS AT PREAKNESS HEALTHCARE CENTER, PURSUANT TO N.J.S.A. 40A:11-6.1(a).

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Human Services (hereafter “Department”), is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to N.J.S.A. 40A-11.6.1(a), the Executive Director solicited three (3) quotes from local vendors to replace six food wells; and
WHEREAS, pursuant to N.J.S.A. 40A-11.6.1(a), the Executive Director identified Panther to replace six (6) food wells, and this vendor was the most advantageous in performing this role; and
WHEREAS, the Executive Director desires to award a contract to Top Repairs Inc, d/b/a Panther, to replace six (6) food wells for fourteen thousand four hundred twenty-two dollars and 58/100 ($14,422.58) cents; and
WHEREAS, funds are available in Account No. C-04-55-172-002-901 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the October 15, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes award of contract to Top Repairs Inc, d/b/a Panther, to replace six food wells for Preakness Healthcare Center in an amount of fourteen thousand four hundred twenty-two dollars and 58/100 ($14,422.58) cents; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
