RESOLUTION REJECTING ALL RESPONSES RECEIVED UNDER RFP-26-026, NEW JERSEY ONE-STOP CAREER CENTER OPERATIONS MANAGEMENT SERVICES FOR THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD, PURSUANT TO N.J.S.A. 40A:11-13.2(b)

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of contracts for the operation, management or administration of recreation or social service facilities or programs, the price of which exceeds the bid threshold; and
WHEREAS, on June 15, 2026, the Passaic County Purchasing Agent issued RFP-26-026, New Jersey One-Stop Career Center Operations Management Services for the Passaic County Workforce Development Board (“RFP-26-026”), responses to which were received on July 16, 2026; and
WHEREAS, pursuant to N.J.S.A. 40A:11-13.2(b), a contracting unit may reject all RFP responses received in accordance with N.J.S.A. 40A:11-4.1, et seq., if the lowest bid substantially exceeds the contracting unit's appropriation for the goods and/or services; and
WHEREAS, pursuant to N.J.S.A. 40A:11-13.2(b), the County is rejecting all responses received under RFP-26-026, because the lowest bid substantially exceeds the County's appropriation for the goods and/or services; and
WHEREAS, this matter was discussed at the July 29, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-13.2(b), the Board of County Commissioners of the County of Passaic hereby rejects all responses received under RFP-26-026, New Jersey One-Stop Career Center Operations Management Services for the Passaic County Workforce Development Board, because the lowest bid substantially exceeds the contracting unit's appropriation for the goods and/or services.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department, Purchasing Agent, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
