RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JCW, INC., D/B/A NATURAL GREEN LAWN CARE, TO RENOVATE THE ATHLETIC FIELDS AT DUNDEE ISLAND PARK IN THE CITY OF PASSAIC, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Director of the Department of Parks & Recreation desires to renovate the athletic turf at Dundee Island Park in the City of Passaic; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Educational Services Commission of New Jersey, which awarded a contract for Landscaping Services and Materials - All Regions, Contract #ESCNJ 23/24-09 to JCW, Inc., d/b/a Natural Green Lawn Care of Bridgewater, New Jersey to provide landscaping services and materials; and
WHEREAS, JCW, Inc., d/b/a Natural Green Lawn Care, provided a quote to the Director of the Department of Parks & Recreation to renovate the athletic fields at Dundee Island Park in the City of Passaic, in an amount not to exceed forty-six thousand five hundred seventy-six dollars ($46,576.00) attached to and made part of this resolution, which is being recommended for approval by the Director of the Department of Parks & Recreation; and
WHEREAS, funds are available in Account No. 4-01-44-900-003-004 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 27, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to JCW, Inc., d/b/a Natural Green Lawn Care, to renovate the athletic fields at Dundee Island Park in the City of Passaic, in an amount not to exceed forty-six thousand five hundred seventy-six dollars ($46,576.00), as recommended by the Director of the Department of Parks & Recreation.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
