RESOLUTION AUTHORIZING THE PASSAIC COUNTY OFFICE OF EMERGENCY MANAGEMENT TO APPLY FOR AND ACCEPT THE FFY25 URBAN AREA SECURITY INITIATIVE GRANT (UASI) FROM THE NEW JERSEY OFFICE OF HOMELAND SECURITY AND PREPAREDNESS, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioner of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Office of Emergency Management (hereinafter “OEM”) seeks permission to apply for and accept the FFY25 Urban Area Security Initiative Grant (UASI) (Award #EMW-2025-SS-05054), in the amount of one hundred thirty-five thousand dollars ($135,000.00) to be used for the following items:
1. Risk Mitigation Plannder Salary $100,000.00
2. EOC Operational Readiness $35,000.00
WHEREAS, the FFY25 UASI grant program has a thirty-six (36) month period of performance beginning on September 1, 2025, to August 31, 2028; and
WHEREAS, this matter was discussed at the September 1, 2026, meeting of the Law and Public Safety Committee Meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40:20-1 that the Board of County Commissioners for the County of Passaic hereby authorizes the Passaic County Office of Emergency Management to apply for and accept the FFY25 Urban Area Security Initiative (UASI) Grant (Award #EMW-2025-SS-05054), in the amount of one hundred thirty-five thousand dollars ($135,000.00) to support its grant initiatives and payment of certain salaries referenced herein this Resolution for the period of September 1, 2025 to August 31, 2028.
LET IT BE FURTHER RESOLVED, that the Passaic County Office of Emergency Management shall use the funds received for the purposes described in the application submitted for same.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of Emergency Management, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
