RESOLUTION AUTHORIZING THE DIVISION OF WEATHERIZATION AND HOME ENERGY TO ACCEPT AN AMENDMENT INCREASE AND A ONE (1) YEAR EXTENSION FOR HEATING IMPROVEMENT PROGRAM 2024 GRANT, PURSUANT TO N.J.S.A. 40A:5-30.

WHEREAS, the County of Passaic (hereafter "County") is a body politic and corporate pursuant to N.J.S.A. 40:18-1, et seq., and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter "Board") is vested with decision-making powers on behalf of the County; and

 

                     WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services, administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and

 

WHEREAS, on February 2, 2024, Resolution R-24-44, the Board authorized the Division to apply for and accept the Heating Improvement Program (hereafter “HIP”) 2024 Grant, in the amount of two hundred sixteen thousand five hundred seventeen   ($216,517.00) dollars; and

 

                     WHEREAS, the purpose of this program is to implement energy conservation measures in low-income households in Passaic County, thereby reducing their home energy burden.  The target area served by this grant includes all of Passaic County, and eligible participants include households whose income is at or below 200% of the Federal Poverty Level, by household size, as well as households meeting categorical eligibility criteria specified by the Weatherization Assistance Program; and

 

                     WHEREAS, no dollar match is required; and

 

                     WHEREAS, the Division is requesting a resolution to accept a two hundred thirteen thousand eight hundred seventeen and 69/100 ($213,817.69) dollar grant amendment increase, increasing the HIP 2024 Grant amount from two hundred sixteen thousand five hundred seventeen and 69/100 ($216.517.69) dollars to four hundred thirty thousand three hundred thirty four and 69/100 ($430,334.69) dollars; and

 

                     WHEREAS, the Division is also requesting a one (1) year extension to the original grant period of October 1, 2023, through December 31, 2024, increasing the term end date to December 31, 2025; and

 

                     WHEREAS, the grant is Federally funded; and

 

                     WHEREAS, this matter was discussed at the January 14, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval;

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 40A:5-30, the Board of County Commissioners of the County of Passaic (hereafter “Board”) authorizes the Division of Weatherization and Home Energy to accept a two hundred thirteen thousand eight hundred seventeen and 69/100 ($213,817.69) dollar grant amendment increase, increasing the Heating and Improvement Program Grant amount to four hundred thirty thousand three hundred thirty four and 69/100 ($430,334.69) dollars and a one (1) year term extension to the original grant period of October 1, 2023 through December 31, 2024, increasing the term end date to December 31, 2025; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel and Director of the Board of County Commissioners are authorized to take any other steps necessary to carry out the purpose of this Resolution.
