RESOLUTION AUTHORIZING THE DEPARTMENT OF HEALTH TO APPLY FOR AND ACCEPT A GRANT FROM THE STATE OF NEW JERSEY, DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE 2025 COUNTY ENVIRONMENTAL HEALTH ACT GRANT, PURSUANT TO N.J.S.A. 26:3A2-21, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40A18-1, et seq. and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

                     WHEREAS, the Department of Health (hereafter “Department”) is responsible for protecting and promoting the health of the approximately 510,000 residents of the County; and

 

                     WHEREAS, in 1978, the State of New Jersey enacted the County Environmental Health Act, recognizing that many environmental issues are regional in nature and county health departments are among the most efficient health units in the State, and through the County Environmental Health Act, the State provides the County direct funding to serve as the “frontline” in responding to local environmental problems; and

 

                     WHEREAS, the State of New Jersey, Department of Environmental Protection, has informed the Department that it is eligible for a grant award for the County Environmental Health Act Grant (hereafter “CEHA Grant”) under Grant Agreement No. CEHA-2-25-00013, in the amount of one hundred eighty-five thousand seven hundred eight dollars ($185,708.00), of which the County receives funding in the amount of one hundred seventy-eight thousand two hundred eight dollars ($178,208.00) for the monitoring and enforcement of environmental and hazmat services in the County, and a credit from the Department of Environmental Protection for the procurement of supplies in the amount of seven thousand five hundred dollars
($7,500.00); and

 

                     WHEREAS, of this said Grant, $185,708.00 cash and credit will be provided for by the DEP and $162,443.00 will be provided by the County as an in-kind match of 46.66% of the total project amount, in compliance with the match requirements of the Agreement; and

 

                     WHEREAS, this matter was discussed at the February 4, 2025, meeting of the Health and Human Services Committee and being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Health to apply for and accept the County Environmental Health Act Grant under Grant Agreement No. CEHA-2025-00013, in the amount of one hundred eighty-three thousand two hundred fifty dollars ($183,250.00), of which the County receives funding in the amount of one hundred seventy-eight thousand two hundred eight dollars ($178,208.00) for the monitoring and the enforcement of environmental and hazmat services in the County, and a credit from the Department of Environmental Protection for the procurement of supplies in the amount of seven thousand five hundred dollars ($7,500.00).

 

                     LET IT BE FURTHER RESOLVED, that Araceli Pintle or the successor to the Director/Health Officer of the Department of Health is authorized (a) to make application for such a grant, (b) if awarded, to execute a grant agreement with the state for a grant in an amount not less than $162,443.00 and not more than $348,151.00 and (c) to execute any amendments thereto which do not increase the Grantee’s obligations.

 

                     LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the County Counsel, and Clerk of the Board are hereby authorized to take the necessary actions to accept the grant application authorized on behalf of the County of Passaic.
