RESOLUTION TO AMEND RESOLUTION R-25-1254, DATED DECEMBER 29, 2025, TO ALLOCATE AN ADDITIONAL $7,000.00 TO ST. PAUL’S COMMUNITY DEVELOPMENT CORP. FOR INCREASED LEVEL OF SHELTER SERVICES FOR THE HOMELESS, UNDER RFP-26-006, FOR A TERM TO BEGIN JANUARY 1, 2026 AND TERMINATE ON JUNE 30, 2026.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to Resolution R-25-1254, dated December 29, 2025, the Board of County Commissioners of the County of Passaic (hereafter “Board”) authorized an award of contract to St. Paul’s Community Development Corp. in the amount of $76,550.00 for a term commencing January 1, 2026 to June 30, 2026, with four (4) one (1)-year options to renew to provide men’s shelter services to the homeless; and
WHEREAS, the Director of the Department of Human Services requests a contract increase of $7,000 from $76,550.00 to $83,550.00 for increased level of Shelter Services to provide men’s shelter services for the homeless; and
WHEREAS, funds are available in Account No. G-01-41-811-026-213 or in in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the agency executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the agency is not involved in prohibited activities in Russia and Belarus, and the County confirmed agency is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the June 10, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the amendment of Resolution R-25-1254, dated December 29, 2025, to allocate an additional $7,000.00 to St. Paul’s Community Development Corp for increased level of shelter services to provide men’s shelter services for the homeless for a term to begin January 1, 2026 and terminate on June 30, 2026, which will bring the total award amount to $83,550.00; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, the Director of the Department of Human Services, and Director of the Board are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
