RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JOHNSTON G.P., TO INSTALL ELECTRONIC NETWORK EQUIPMENT AND SECURITY AND CABLING FOR THE GATES LOCATED AT THE COUNTY OF PASSAIC BUILDING LOCATED AT 151 EAST 11TH STREET AND 495 RIVER STREET IN THE CITY OF PATERSON, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County desires to install new electronic network equipment and associated cabling for the gates located at the County of Passaic Building located at 151 East 11th Street and 495 River Street in the City of Paterson; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the 8UCCP Union County Cooperative Pricing System, which awarded a contract for Electronic Network Equipment, Security and Cabling (Rebid), Contract #UCCP 23-2021 to Johnston G.P., Inc. d/b/a JCT Solution, to provide electronic network equipment, security, and cabling to members of the cooperative; and
WHEREAS, Johnston G.P., Inc. d/b/a JCT Solution, provided a quote to the Department of Buildings & Grounds, to install new electronic network equipment and associated cabling for the gates located at the County of Passaic Building located at 151 East 11th Street and 495 River Street in the City of Paterson, in an amount not to exceed seventy-one thousand one hundred three dollars and eighty-seven cents ($71,103.87) attached to and made part of this resolution, which is being recommended for approval by the Superintendent of Buildings & Grounds; and
WHEREAS, funds are available in Account No. C-04-55-169-001-901, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 26, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Johnston G.P., Inc. d/b/a JCT Solution, to install new electronic network equipment and associated cabling for the gates located at the County of Passaic Building located at 151 East 11th Street and 495 River Street in the City of Paterson, in an amount not to exceed seventy-one thousand one hundred three dollars and eighty-seven cents ($71,103.87), as recommended by the Superintendent of Buildings & Grounds.
LET IT BE FURTHER RESOLVED, that the Superintendent of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
