RESOLUTION AUTHORIZING THE PURCHASE OF WAYFINDING SIGNS FROM FORGE SIGNWORKS, LLC FOR THE PASSAIC COUNTY HIGHLANDS REGIONAL SERVICES CENTER, PURSUANT TO N.J.S.A. 40A:11-6.1(a)

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

WHEREAS, the County’s Department of Health Services has a satellite location at 11 Edgar Drive in the Township of West Milford, which is known as the Passaic County Highlands Regional Services Center; and

 

WHEREAS, the County is in need of wayfinding signs for the Passaic County Highlands Regional Services Center; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), for all contracts that in the aggregate are less than the bid threshold but fifteen percent (15%) or more of that amount, the contracting agent may award the contract after soliciting at least two competitive quotations, if practicable, to the vendor whose response is most advantageous to the County, price and other factors considered; and

 

WHEREAS, the County Administrator’s Office solicited three competitive quotes from local vendors for the wayfinding signs needed; and

 

WHEREAS, Forge Signworks, LLC provided the quote most advantageous to the County, price and other factors considered, which is attached hereto and made part of this Resolution; and

 

WHEREAS, the County Administrator is seeking authorization to award a non-fair and open contract to Forge Signworks, LLC, for the fabrication and delivery of wayfinding signs pursuant to the attached quote, for a total amount not to exceed nineteen thousand dollars ($19,000.00); and

 

WHEREAS, Forge Signworks, LLC executed and notarized the County’s Business Entity Disclosure Certification for non-fair and open contracts required pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this resolution; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Forge Signworks, LLC executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying it is not involved in prohibited activities in Russia and Belarus, and the County confirmed Forge Signworks, LLC is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

WHEREAS, funds are available in Account No. 6-01-30-201-001-223, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and

 

WHEREAS, this matter was considered by the Administration and Finance Committee and is being recommended to the Board for approval.

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), the Board of County Commissioners of the County of Passaic authorizes a non-fair and open contract with Forge Signworks, LLC for the fabrication and delivery of wayfinding signs pursuant to the attached quote, for a total amount not to exceed nineteen thousand dollars ($19,000.00).

 

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
