RESOLUTION AUTHORIZING A MEMORANDUM OF UNDERSTANDING BETWEEN THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD AND THE WEST MILFORD SCHOOL DISTRICT FOR THE IMPLEMENTATION OF WORKFORCE DEVELOPMENT SERVICES UNDER THE WORKFORCE INNOVATION AND OPPORTUNITY ACT FOR ELIGIBLE IN-SCHOOL YOUTH, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to the Workforce Innovation and Opportunity Act (“WIOA”), the Board established the Passaic County Workforce Development Board (“Workforce Development Board”) to, among other things, ensure that optional investments are made in Passaic County to support workforce development, training and job preparation for residents of the County; and
WHEREAS, the Workforce Development Board is requesting authorization to enter into a Memorandum of Understanding with the West Milford School District, attached hereto and made a part of this Resolution, under with the Workforce Development Board will provide an amount not to exceed thirty-two thousand four hundred dollars ($32,400.00) in federally-funded WIOA grant support to allow eligible in-school youth from the West Milford School District to receive educational and occupational skills training through an Advanced Manufacturing Career Pathway Program; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the West Milford School District executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that the West Milford School District is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-722-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was presented for the August 26, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes the attached Memorandum of Understanding between the Passaic County Workforce Development Board and the West Milford School District concerning the implementation of Workforce Development Services under the Workforce Innovation and Opportunity Act for eligible in-school youth, pursuant to which the Workforce Development Board will provide an amount not to exceed thirty-two thousand four hundred dollars ($32,400.00) in federally-funded WIOA grant support to allow eligible in-school youth from the West Milford School District to receive educational and occupational skills training through an Advanced Manufacturing Career Pathway Program.
LET IT BE FURTHER RESOLVED, that the Director of the Board, Clerk to the Board, County Counsel, and Director of the Workforce Development Board are authorized to take any action necessary to carry out the purpose of this Resolution.
