RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO DOOR WORKS, INC., TO INSTALL A ROLLING STEEL DOOR AND DOCK LEVELER AT PREAKNESS HEALTHCARE CENTER, PURSUANT TO N.J.S.A. 40A:11-10

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, the Purchasing Agent issued SB-23-050, Repair/Replacement/New Installation of Overhead Doors, Door Motors, and Rolling Gate Motors for Various County of Passaic Departments and Institutions (hereafter “SB-23-050”), in compliance with N.J.S.A. 40A:11-4, et seq., that solicited competitive pricing from qualified vendors for the goods and services sought therein; and
WHEREAS, the lowest responsible bidder to SB-23-050 was Door Works, Inc.; and
WHEREAS, Door Works, Inc., also offered its pricing to the members of the Passaic County Cooperative Pricing System #38 PCCP; and
WHEREAS, on May 9, 2023, the Board passed Resolution No. R-23-040 authorizing an award of contract to Door Works, Inc., to repair, replace, and install new overhead doors, door motors, and rolling gate motors; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the Passaic County Engineer is requesting that the Board authorize a contract with Door Works, Inc. to replace an existing rolling steel door with a new rolling steel door and a new dock leveler at Preakness Healthcare Center, pursuant to the terms, prices, and conditions of Door Works, Inc.’s response to SB-23-050, in an amount not to exceed twenty-four thousand five hundred five dollars ($24,505.00) pursuant to the proposal submitted by Door Works, Inc. attached hereto and included herewith; and
WHEREAS, funds are available in Account No. C-04-55-172-002-901, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 7, 2024 meeting of the Public Works Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic hereby authorizes an award of contract to Door Works, Inc., to replace an existing rolling steel door with a new rolling steel door and a new dock leveler at Preakness Healthcare Center, pursuant to the terms, prices, and conditions of Door Works, Inc.’s response to SB-23-050, in an amount not to exceed twenty-four thousand five hundred five dollars ($24,505.00).
LET IT BE FURTHER RESOLVED that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to take any other steps necessary to carry out the purpose of this resolution.
