RESOLUTION AUTHORIZING TIMOTHY P. BRYAN ELECTRIC COMPANY TO PERFORM MAKE-READY INSTALLATION OF ELECTRIC VEHICLE CHARGING STATIONS AT VARIOUS COUNTY LOCATIONS UNDER THE ESCNJ COOPERATIVE PRICING SYSTEM, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County entered into the Educational Services Commission of New Jersey Cooperative Pricing System #65MCESCCPS (hereafter “ESCNJ”), which awarded a contract for Electric Vehicle Charging Stations Bid No. ESCNJ 22/23-35, to multiple vendors, including Timothy P. Bryan Electric Company; and
WHEREAS, funding for the installation of Electric Vehicle Charging Stations is provided by a grant from the United States Department of Housing and Urban Development, as set forth in Resolution No. R-24-951, dated October 22, 2024; and
WHEREAS, Timothy P. Bryan Electric Company provided pricing to the Road Department, structured in accordance with the aforementioned ESCNJ cooperative contract, for make-ready installation of Electric Vehicle Charging Stations at the following locations:
1. Garrett Mountain Boat House, 277 Virginia Place, Woodland Park, New Jersey;
2. Garrett Mountain New Lot, Woodland Park, New Jersey;
3. Passaic County Dundee Island, Veterans Court, Passaic, New Jersey;
4. Passaic County Procurement, 495 River Street, Paterson, New Jersey;
5. Paterson Parking Garage, Spring Street, Paterson, New Jersey;
6. Passaic County Weasel Brook Park, 754 Park Drive, Clifton, New Jersey;
7. Passaic County Lambert Castle, 3 Valley Road, Paterson, New Jersey; and
8. Passaic County New Veteran Housing, 519 Ringwood Avenue, Pompton Lakes, New Jersey.
WHEREAS, at each of the above locations, Timothy P. Bryan Electric Company will:
1. furnish and install Charge Point Cpf50-L 18 WALLMnt-CMK6, Level II/Single-Port/Wall Mount charging stations with Cord Management Kit (CMK);
2. furnish and install related conduit/circuitry from the existing distribution panel to each new charging station;
3. furnish and install a new 2-pole/40-Amp Overcurrent Protection Device within the existing distribution panel to power each new station;
4. furnish signed/sealed engineered design to satisfy permitting requirements;
5. prepare the Electrical Permit application; and
6. furnish and install a Hi-Visibility protective wall bracket for each new station.
WHEREAS, the total price for the above work is eight hundred forty-four thousand eight hundred fifty-two dollars ($844,852.00), which is being recommended for approval by the Supervisor of Roads; and
WHEREAS, funds are available in Account No. G-01-41-798-024-90, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the September 30, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Passaic County Board of County Commissioners hereby authorizes Timothy P. Bryan Electric Company to perform the make-ready installation of Electric Vehicle Charging Stations at the locations and in the manner set forth above, under ESCNJ Bid No. ESCNJ 22/23-35, in an amount not to exceed eight hundred forty-four thousand eight hundred fifty-two dollars ($844,852.00), as recommended by the Road Department; and
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this Resolution.
