RESOLUTION TO QUALIFY CONSULTANTS FOR PRESERVATION ARCHITECTS, ARCHITECTURAL HISTORIANS, HISTORIANS, ARCHAEOLOGISTS, CULTURAL RESOURCE MANAGEMENT CONSULTANTS FOR THE 2025 CALENDAR YEAR UNDER RFQ-25-064, PURSUANT TO N.J.S.A. 40A: 11-5, ET SEQ.

                     WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., any contract the amount of which exceeds the bid threshold, may be negotiated and awarded by the governing body without public advertising for bids and bidding therefor and shall be awarded by resolution of the governing body if, the subject matter consists of professional services; and

WHEREAS, the County of Passaic (hereafter “County”) requires qualified consultants to provide professional services on various construction projects; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., on November 18, 2024, the Purchasing Agent issued RFQ-25-064, Preservation Architects Architectural Historians, Archeologists, Cultural Resource Management Consultants, Etc. for Calendar Year 2025 (hereafter “RFQ-25-064”), seeking sealed proposals from qualified bidders for professional services for the calendar year of 2025.

 

                     WHEREAS, on December 20, 2024, bids were unsealed for RFQ-25-064 by the Purchasing Agent with responses from eight (8) qualified bidders; and

 

1.                     Connolly & Hickey Historical Architects, Cranford, NJ

2.                     Clark Caton Hintz, Trenton, NJ

3.                     ETM Associates, LLC., Highland Park, NJ

4.                     HMR Architects, Princeton, NJ

5.                     Richard Grubb & Associates Inc., Cranbury, NJ

6.                     Hunter Research Inc., Trenton, NJ

7.                     E2 Project Management LLC, Rockaway, NJ 

8.                     CED Architecture, Inc., Conschocken, PA

 

WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for approved bidders was publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and

 

                     WHEREAS, the responses submitted pursuant to RFQ-25-064, pursuant to N.J.S.A. 40A:11-5, et seq., were reviewed by the County’s Director of the Department of Cultural & Historic Affairs and are being recommended for qualification to the Board of County Commissioners of the County of Passaic (hereafter “Board”) for the approval in the calendar year 2025; and

                     

                     WHEREAS, the Board will make specific assignments to the qualified bidders on an as-needed basis for calendar year 2025, by subsequent resolution to the Board; and

 

                     WHEREAS, this matter was discussed via email on December 20, 2024 by the Public Works Committee and is being recommended to the Board for approval.

                     

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, that the following firms are qualified and eligible to bid on the Passaic County Court House Exterior Restoration Project: (1) Connolly & Hickey Historical Architects; (2) Clark Caton Hintz; (3) ETM Associates, LLC; (4) HMR Architects; (5) Richard Grubb & Associates Inc.; (6) Hunter Research Inc.; (7) E2 Project Management LLC; and (8) CED Architecture, Inc.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to take all action necessary to carry out the purposes of this Resolution.
