RESOLUTION TO INCREASE THE ALLOCATION TO MONARCH HOUSING ASSOCIATES FOR ADDITIONAL STRATEGIC PLANNING SERVICES FOR THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES, PURSUANT TO N.J.A.C. 5:30-11.6.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(m) specifically authorizes the County to utilize competitive contracting for consulting services; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R-23-0225 dated March 14, 2023, authorizing the Department to initiate the RFP process hire a consultant to provide coordination of Housing and Urban Development Continuum of Care Activities for Passaic County; and
WHEREAS, on April 21, 2023, the Purchasing Agent unsealed responses to Planning and Coordination of HUD Continuum of Care Activities Administered by the County Department of Human Services, RFP-23- 016 (hereafter “RFP-23-016”); and
WHEREAS, the Board authorized the contract of award to Monarch Housing Associates, Inc., for Planning and Coordination of HUD Continuum of Care Activities Administered by the County Department of Human Services, RFP-23-106, in the amount of one hundred seven thousand and 00/100 ($107,00.00) dollars for a term of August 1, 2023, to July 31, 2024, with three (3) one-year options to renew; and
WHEREAS, the Director of the Department is requesting a resolution to increase the allocation to Monarch Housing Associates for additional strategic planning services in the amount of seventeen thousand and 00/100 ($17,000.00) dollars for the Department; and
WHEREAS, pursuant to N.J.A.C. 5:30-11.6, the County can authorize contract modifications for professional services and extraordinary unspecifiable services, when the change is outside the original scope of activities of the original contract, provided that any change beyond the original scope of activities shall be made by amendatory contract approved by the governing body; and
WHEREAS, funds are available in Account No. G-01-41-917-023-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the April 2, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic (hereafter “Board”) authorizes the increase in the allocation to Monarch Housing Associates for additional strategic planning services for the Passaic County Department of Human Services in the amount of Seventeen Thousand and 00/100 ($17,000.00) Dollars for a total allocation of one hundred twenty-four thousand and 00/100 ($124,000.00) Dollars; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
