RESOLUTION AUTHORIZING THE COUNTY OF PASSAIC TO APPLY FOR A MANAGEMENT ENHANCEMENT REVIEW PROGRAM GRANT ADMINISTERED BY THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS, DIVISION OF LOCAL GOVERNMENT SERVICES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the State of New Jersey has appropriated $1.5 million for Management Enhancement Review Program (“MERP”) Grants to assist local units in studying operational efficiencies and reduced costs; and
WHEREAS, the Department of Community Affairs, Division of Local Government Services (“DLGS”) is tasked with administering these grant funds through MERP
WHEREAS, the County of Passaic seeks to undertake a Public Health Services Efficiency and Shared Services Feasibility Study to evaluate departmental operations, identify cost savings opportunities, and assess the potential for expanding shared services to municipalities throughout the County; and
WHEREAS, the purpose of this study is to improve operational efficiency, enhance service delivery, and reduce costs for both the County and participating municipalities, thereby benefiting the residents of Passaic County; and
WHEREAS, this matter was discussed at the April 29, 2026, Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the County of Passaic to apply to the New Jersey Department of Community Affairs, Division of Local Government Services for a Management Enhancement Review Program Grant in the amount of one hundred fifty thousand dollars ($150,000.00), to support the study of public health operations and shared services.
LET IT BE FURTHER RESOLVED, if said grant is awarded, the Board authorizes the acceptance of such award pursuant to the terms and conditions specified in the associated grant agreement, as well as the execution of such agreement and the provision of the required 25% matching funds for the project, through County resources and/or in-kind services, in accordance with the MERP grant requirements.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
