RESOLUTION QUALIFYING AND AWARDING A CONTRACT TO MARIA ROSE AMADOR FOR PASSAIC COUNTY INTOXICATED DRIVER RESOURCE CENTER LECTURER AND/OR SCREENER SERVICES, PURSUANT TO N.J.S.A. 40A:11-5 AND RFQ-26-075

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (“Board”) is vested with decision-making powers on behalf of the County; and

 

WHEREAS, the County’s Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, on June 3, 2026, the Purchasing Agent issued RFQ-26-075, P Passaic County Intoxicated Driver Resource Center Lecturer/Screener (“RFQ-26-075”) pursuant to N.J.S.A. 40A:11-5, seeking qualifications for a lecturer and/or screener for the Passaic County Intoxicated Driver Resource Center (“IDRC”), responses to which were unsealed on June 16, 2026; and

 

WHEREAS, the Director of the Department is recommending that the Board qualify and award an open-ended contract to Maria Rose Amador to provide lecturer and/or screener services to the IDRC for a twelve-month term commencing upon award, at an hourly rate of thirty-five dollars per hour ($35/hour), and an initial allocation of two hundred and eighty-five (285) hours (amounting to $9,975.00 at the applicable hourly rate), which shall be subject to increase up to a maximum of one thousand two hundred (1,200) hours (amounting to $42,000.00 at the applicable hourly rate) during the term of the contract, all in accordance with the terms and conditions set forth in RFQ-26-075 and the vendor’s response thereto; and

 

WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, this contract is being awarded under a fair and open procurement process, which requires that a contract be: publicly advertised in sufficient time to give notice in advance of the contract; awarded under a process that provides for public solicitation of proposals or qualifications; awarded and disclosed under criteria established in writing by the public entity prior to the solicitation of proposals or qualifications; and publicly opened and announced when awarded; and

                     

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Maria Rose Amador executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that she is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Maria Rose Amador is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and 

 

                     WHEREAS, this matter was presented for the July 1, 2026, meeting of the Health and Human Services Committee, and is being recommended to the Board for approval.

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, the Board of County Commissioners of the County of Passaic hereby qualifies and awards a contract to Maria Rose Amador to provide lecturer and/or screener services to the IDRC for a twelve-month term commencing upon award, at an hourly rate of thirty-five dollars per hour ($35/hour), and an initial allocation of two hundred and eighty-five (285) hours (amounting to $9,975.00 at the applicable hourly rate), which shall be subject to increase up to a maximum of one thousand two hundred (1,200) hours (amounting to $42,000.00 at the applicable hourly rate) during the term of the contract, all in accordance with the terms and conditions set forth in RFQ-26-075 and the vendor’s response thereto

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
