RESOLUTION AUTHORIZING THE COUNTY’S PARTICIPATION IN A GRANT APPLICATION TO THE LEAP IMPLEMENTATION GRANT PROGRAM ADMINISTERED BY THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS, DIVISION OF LOCAL GOVERNMENT SERVICES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the State of New Jersey has appropriated $6 million dollars for Implementation, Challenge, and County Shared Services Coordinator Grants to assist local units with the study, development, and implementation of new shared and regional services; and
WHEREAS, the New Jersey Department of Community Affairs, Division of Local Government Services (“DLGS”) is tasked with administering these grant funds through the Local Efficiency Achievement Program (“LEAP”); and
WHEREAS, LEAP Implementation Grants exist to support costs associated with shared services implementation to ensure meaningful efficiency generating initiatives are not hindered by short term transitional expenses; and
WHEREAS, the County and the Counties of Bergen and Hudson , propose to enter into a shared services agreement but face certain expenses associated with implementation that present a burden to the local units; and
WHEREAS, the purpose of this shared services agreement is to facilitate shared Medical Examiner Services through the Bergen County Medical Examiner’s Office, which will benefit the residents of all participating local units; and
WHEREAS, Bergen County has agreed to be the lead agency in this program and will submit the application to DLGS on behalf of all participating units; and
WHEREAS, this matter was discussed at the May 14, 2025 meeting of the Administration and Finance Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic authorizes the County of Passaic to join with Bergen County in applying for a LEAP Implementation Grant in the amount of four hundred thousand dollars ($400,000.00) to support implementation of this shared service.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
