RESOLUTION AUTHORIZING ACCEPTANCE AND EXECUTION OF GRANT AGREEMENT BETWEEN THE COUNTY AND THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY FOR FY2024 UNIFIED PLANNING WORK PROGRAM, SUBREGIONAL TRANSPORTATION PLANNING PROGRAM GRANT OF $132,048.00 WHICH IS 100% FEDERALLY FUNDED WITH A CASH MATCH OF $33,012.00 AND $15,000.00 FOR THE SUBREGIONAL TRANSPORTATION PLANNING SUPPLEMENTAL SUPPORT PLAN, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a governmental body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the North Jersey Transportation Planning Authority (hereafter “NJTPA”) has provided the County of Passaic with a FY 2024 Unified Planning Work Program, Subregional Transportation Planning (hereafter “STP”) Program grant of $132,048.00 (a copy of which is attached hereto and made a part of this Resolution) which is 100% federally funded; and
WHEREAS, the County shall provide a cash match of Thirty-Three Thousand Twelve ($33,012.00) Dollars; and
WHEREAS, the County shall provide additional costs not to exceed Fifteen Thousand ($15,000.00) Dollars for Subregional Transportation Planning Supplemental Support; and
WHEREAS, the County of Passaic Department of Planning and Economic Development (hereafter “Department”) is seeking authorization to accept the NJTPA for STP grant of $132,048.00 and execute the grant agreement between the County and NJTPA; and
WHEREAS, the Department desires to accept the grant funds and to further certify the cash match of $33,012.00 and the additional costs not to exceed $15,000.00 for Subregional Transportation Planning Supplemental Support and requires authorization from the Board; and
WHEREAS, funds are available in Account No. 4-01-30-203-001-MGU or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached hereto and made a part of this Resolution; and
WHEREAS, this matter was discussed at the January 31, 2024, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes the execution of the Agreement between the County and the North Jersey Transportation Planning Authority (hereafter “NJTPA”) and the acceptance of the NJTPA FY 2024 Subregional Transportation Planning Program grant of $132,048.00, which is 100% federally funded, with a cash match of $33,012.00 and additional costs not to exceed $15,000.00 for Subregional Transportation Planning Supplemental Support; and
LET IT BE FURTHER RESOLVED that the Clerk of the Board, Chief Financial Officer, County Counsel, Director of Planning and Economic Development, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
