RESOLUTION AUTHORIZING A NEW JERSEY STRUCTURED LEARNING EXPERIENCE AGENCY AGREEMENT BETWEEN PREAKNESS HEALTHCARE CENTER AND PASSAIC COUNTY TECHNICAL INSTITUTE, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406 bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, pursuant to N.J.S.A. 18A:54-11, et seq., the Board established the Passaic County Technical-Vocational Schools, including the Passaic County Technical Institute (“PCTI”), which offers comprehensive academics, diverse career and technical programs, and character-building extracurricular activities to Passaic County high school students; and
WHEREAS, the Executive Director of Preakness is recommending that Preakness enter into a New Jersey Structured Learning Experience Agency Agreement with PCTI, attached and made a part of this Resolution, which will enable PCTI students to gain valuable work experience at Preakness, consistent with the attached student training plan; and
WHEREAS, this arrangement will allow three (3) students from PCTI to earn minimum wage working part-time at Preakness, three days per week and up to fifteen hours per week, and will be effective from September 1, 2026, and expire June 30, 2027; and
WHEREAS, the matter was discussed at the September 9, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes Preakness Healthcare Center to enter into the attached New Jersey Structured Learning Experience Agency Agreement with Passaic County Technical Institute, which agreement will be effective from September 1, 2026 and expire June 30, 2027 and allow three (3) students from PCTI to earn minimum wage working part-time at Preakness, three days per week and up to fifteen hours per week, in accordance with the attached student training plan.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Preakness, and Director of the Board are authorized to take any actions necessary to carry out the purpose of this Resolution.
