RESOLUTION QUALIFYING A POOL OF CONTRACTORS FOR ON-CALL DRAINAGE PROJECTS AT ESTABLISHED UNIT PRICES FOR A TWO-YEAR PERIOD BEGINNING JANUARY 1, 2026 THROUGH DECEMBER 31, 2027, PER BID C-26-001, PURSUANT TO N.J.S.A. 40A:11-4

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on October 20, 2025, the Purchasing Agent issued C-26-001, On Call Drainage Projects, (hereafter “C-26-001”) seeking sealed proposals from qualified bidders for on-call drainage projects, to be used on an as-needed basis; and
WHEREAS, on November 6, 2025, bids were unsealed for C-26-001 by the Purchasing Agent with eight (8) responses from qualified bidders received; and
WHEREAS, the responses submitted in compliance with C-26-001 are attached hereto as Schedule A, were reviewed by the County Engineer, and are being recommended for qualification by the Board, for a two-year period beginning January 1, 2026 through December 31, 2027; and
WHEREAS, the Board will make specific assignments to the qualified firms on an as-needed basis by subsequent resolution of the Board, relying on the unit prices agreed to and established through C-26-001; and
WHEREAS, this matter was discussed at the November 25, 2025 meeting of the Public Works Committee is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq that the Passaic County Board of County Commissioners qualifying the contractors set forth in Schedule A, attached to and made part of this resolution, for on-call drainage projects with established unit prices for a two-year period beginning on January 1, 2026 and expiring on December 31, 2027 to be hired on an as-needed basis, as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the County Engineer is hereby authorized and directed to recommend contractors with established unit prices from the qualified list, as needed, in calendar years 2026-2027.
