RESOLUTION AUTHORIZING THE AWARD OF CONTRACTS TO VARIOUS PROVIDERS OF TRANSPORTATION, SHELTER, AND CASE MANAGEMENT SERVICES FOR INDIVIDUALS AND FAMILIES WHO ARE HOMELESS, OR AT RISK OF HOMELESSNESS, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ. AND RFP-26-022

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens, such as through the administration of the Social Services for the Homeless (“SSH”) program, a safety-net program that provides short-term, non-recurring housing assistance to New Jersey individuals and families who are homeless or at risk of imminent homelessness; and

 

                     WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management or administration of social service programs, including the programs described in this Resolution; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R20190286 dated March 26, 2019, authorizing competitive contracting for programs providing services and transportation to the homeless; and

 

                     WHEREAS, on May 20, 2026, the Purchasing Agent issued RFP-26-022, Social Services for The Homeless Case Management, Shelter, and Transportation Grants Administered by The County Department of Human Services (“RFP-26-022”), responses to which were unsealed on June 9, 2026; and

 

                     WHEREAS, in accordance with the law, a review committee was convened to review the responses to RFP-26-022, and as set forth in the attached memorandum, which is made a part of this Resolution, recommended the following contract awards under RFP-26-2022, each for term commencing upon award and expiring on June 30, 2027, with the County retaining three (3) one-year options to renew, contingent on availability of funds and satisfactory performance:

                     WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, these contracts are being awarded under a fair and open procurement process, which requires that a contract be: publicly advertised in sufficient time to give notice in advance of the contract; awarded under a process that provides for public solicitation of proposals or qualifications; awarded and disclosed under criteria established in writing by the public entity prior to the solicitation of proposals or qualifications; and publicly opened and announced when awarded; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the contracted providers all executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed that said providers are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

                     WHEREAS, funds are available in Account Nos. G-01-41-811-027-213 and G-01-41-815-027-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and

 

                     WHEREAS, this matter was presented for the July 1, 2026, Health and Human Service Committee meeting, and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic authorizes the following contract awards under RFP-26-2022, each for term commencing upon award and expiring on June 30, 2027, with the County retaining three (3) one-year options to renew, contingent on availability of funds and satisfactory performance, all in accordance with RFP-26-022 and the providers’ responses thereto:

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall publish, on the public notices page of the County’s website, a brief notice stating the nature, duration, service, and amount of the above-described contracts awarded, and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
