RESOLUTION AUTHORIZING THE NEW JESEY COMMUNITY DEVELOPMENT BLOCK GRANT FY 2026 ANNUAL ACTION PLAN TO BE SUBMITTED TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Department of Planning and Economic Development (hereafter “Department”) advertised its plans to apply for funds from the United States Department of Housing and Urban Development (hereafter “HUD”) for the fiscal year of 2026 through Community Development Block Grant (“CDBG”) FY 2026 Annual Action Plan; and

 

WHEREAS, the Department held a public hearing to solicit comments from the public on the FY 2026 Annual Action Plan to fund various projects throughout the County; and

 

WHEREAS, the Department held a public hearing to solicit comments from the public on the FY 2026 Annual Action Plan on Tuesday, May 19, 2026, at 1:00 P.M. at 401 Grand Street, Paterson, NJ 07505, Room 417 and virtually via WebEx link and no comments were received; and

 

WHEREAS, the Department in accordance with the published notice, made the proposed funding of the CDBG FY 2026 Annual Action Plan available on public display for a 30-day period from May 4, 2026 to June 5, 2026; and

 

WHEREAS, the proposed funding allocations include the following and may be adjusted in response to notification by United States Department of Housing and Urban Development of the final CDBG FY 2026 allocation:

 

1.                     Borough of Bloomingdale - Bloomingdale Senior Center Exterior Rehabilitation: $80,000.00

2.                     Borough of Pompton Lakes - Pompton Lakes DuPont Place Park ADA Improvements - $110,00.00

3.                     Borough of Ringwood - Ringwood ADA Curb Ramps and Sidewalks on Skyline Drive -        $ 125,000.00

4.                     Borough of Wanaque - Wanaque McKinley Street Sanitary Sewer Improvements - $75,000.00

5.                     Borough of Little Falls - Little Falls Duva Field Accessible Bathroom Project Phase 2 - $130,000.00

6.                     Child FOCUS (formerly Passaic County CASA) - Child Focus Court Appointed Advocacy for Child Abuse Victims - $55,000.00

7.                     CAFS’ West Milford Kitchen Renovation - $47,715.00

8.                     Hope Christian Services Group Home Roof Project - $ 23,518.00

9.                     New Bridge Services Hamburg Tpk Roofing Project - $28,900.00

10.                     NNJLS Passaic County Legal Outreach and Access Project - $30,000.00

11.                     Passaic County Habitat for Humanity - Passaic County Habitat for Humanity Critical Repair Program - $90,000.00

12.                     Expanding Access to Health Services in Passaic County - $39,500.00

13.                     Administration - $208,523.00

 

WHEREAS, this matter was discussed at the June 11, 2026, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR 91.105, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the action of the Department of Planning and Economic Development as set forth above; and

 

LET IT BE FURTHER RESOLVED, that the Board hereby authorizes the Department to submit its application to the United States Department of Housing and Urban Development; and

 

LET IT BE FURTHER RESOLVED, that the Director and Board are authorized to execute any and all necessary agreements in connection with the application to the HUD for the CDBG FY 2026 Annual Action Plan.
