RESOLUTION AUTHORIZING AWARD OF CONTRACT TO FRENCH AND PARRELLO ASSOCIATES, PA FOR ON-CALL GEOTECHNICAL TESTING FOR THE 11 MARSHALL STREET REDEVELOPMENT PROJECT IN THE CITY OF PATERSON PER SB-25-005, PURSUANT TO N.J.S.A 40A: 11-4 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and

 

WHEREAS, the County desires to conduct on-call geotechnical testing for the 11 Marshall Street Redevelopment Project in the City of Paterson (hereafter “Project”), which will include concrete testing, asphalt testing, nontechnical borings, and various laboratory testing, analysis and reporting; and

 

WHEREAS, on October 3, 2024, the Purchasing Agent issued SB-25-005 On-Call Construction & Geotechnical Testing (hereafter “SB-25-005”) seeking sealed proposals from qualified bidders for On-Call Construction and Geotechnical Testing Services on an as-needed basis beginning on January 1, 2025 and expiring on December 31, 2026; and

 

WHEREAS, on October 22, 2024, bids were unsealed for SB-25-005 by the Purchasing Agent and a total of two (2) qualified bids were received:

 

1. French and Parrello Associates, PA;

2. Colliers Engineering & Design, Inc.

 

WHEREAS, pursuant to R-24-1058, the County Engineer recommended the acceptance of the unit bid prices from the two (2) qualified bidders under SB-25-005 on an as-needed basis for the period January 1, 2025 and December 31, 2026; and

 

WHEREAS, the County Engineer is recommending an award of contract to French and Parrello Associates, PA for On-Call Geotechnical Testing Services in connection with the proposed on-call geotechnical testing for the 11 Marshall Street Redevelopment Project in the City of Paterson, in an amount not to exceed eighty-five thousand eight hundred sixty-five dollars ($85,865.00); and

 

WHEREAS, funds are available in Account No. C-04-55-181-001-901 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and

 

                     WHEREAS, this matter was discussed at the May 14, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to French and Parrello Associates, PA for On-Call Geotechnical Testing Services in connection with the proposed on-call geotechnical testing for the 11 Marshall Street Redevelopment Project in the City of Paterson, in an amount not to exceed eighty-five thousand eight hundred sixty-five dollars ($85,865.00) as recommended by the Passaic County Engineer.

 

                     LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
