RESOLUTION AUTHORIZING A SECOND NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BOROUGH OF WOODLAND PARK FY 2023 SANITARY SEWER IMPROVEMENTS ALONG MAPLE AVENUE AND TAFT AVENUE UNTIL DECEMBER 31, 2026

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and

 

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and

 

WHEREAS, the Board adopted the FY 2023 Annual Action Plan via Resolution R-23-0644 on June 27, 2023 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred sixty-five thousand eight hundred forty-eight and 00/100 ($965,848.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2023; and

 

WHEREAS, on September 5, 2023, the Board adopted Resolution 23-0847 accepting the CDBG FY 2023 Grant from USHUD and on September 26, 2023, adopted Resolution 23-0924 to allocate the grant funds; and

 

WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2023 Annual Action Plan to the Borough of Woodland Park (hereafter “Borough”) for one hundred forty seven thousand six hundred seventy eight dollars and 00/100 ($147,678.00) dollars to implement the sanitary sewer improvements project along Maple Avenue and Taft Avenue; and

 

WHEREAS, the Borough has notified the Division of Economic Development that the Borough has been delayed in the implementation of the project and is requesting that the CDBG FY 2023 grant award be extended for the second time to December 31, 2026, to permit the Borough the time to complete the project; and

 

WHEREAS, this matter was discussed at the June 11, 2026, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and

 

WHEREAS, the Board considers this matter to be a benefit to the community and its residents; and

 

NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the Second No-Cost Time Extension of the Community Development Block Grant Program FY 2023 Grant to the Borough of Woodland Park to December 31, 2026; and

 

LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
