RESOLUTION AUTHORIZING A TRAFFIC SIGNAL AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE TOWNSHIP OF WEST MILFORD, JURISDICTIONAL RESPONSIBILITIES AT THE INTERSECTION OF UNION VALLEY ROAD, LAKESIDE ROAD, GREENWOOD LAKE TURNPIKE, AND STAINSBY ROAD IN THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq.; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Passaic Board of County Commissioners (the “Board”) is vested with the powers to make all decisions on behalf of the County; and
WHEREAS, the intersection of Union Valley Road, Lakeside Road, Greenwood Lake Turnpike, and Stainsby Road, in the Township of West Milford (hereafter “Township”) does not currently have a traffic signal; and
WHEREAS, Union Valley Road, Lakeside Road, and Greenwood Lake Turnpike are all county roadways, and Stainsby Road is a Township roadway; and
WHEREAS, the Township, desires to install a traffic signal at the above-mentioned intersection; and
WHEREAS, the Township provided the County with a Traffic Signal Warrant Analysis which provides justification for a traffic signal at this location; and
WHERAS, the Township is funding the design and construction of the new traffic signal, and the Township will be responsible for the future maintenance of the traffic signal at this intersection; and
WHEREAS, the County Engineer is recommending that the County enter into a traffic signal agreement with the Township setting forth and detailing the responsibilities of each party; and
WHEREAS, this matter was discussed at the January 10, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the traffic signal agreement between the County of Passaic, and Township of West Milford concerning the traffic signal at the intersection of Union Valley Road, Lakeside Road, Greenwood Lake Turnpike and Stainsby Road in the Township of West Milford.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any other action necessary to carry out the purposes of this Resolution.
