RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO CHAS S. WINNER, INC. D/B/A WINNER FORD FOR THE PURCHASE OF EIGHT (8) 2024 FORD F-250 SUPER DUTY TRUCKS FOR THE DEPARTMENT OF SENIOR SERVICES, PER BID SB-24-040, PURSUANT TO N.J.S.A. 40A:11-4 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on March 4, 2024, the Purchasing Agent issued SB-24-040, Purchase of Eight (8) 2024 or Newer Ford F-Super Duty Model F250 4WD Supercab with 6.75' Box or Equal, Four (4) Keys per Vehicle (hereafter “SB-24-040”), in compliance with N.J.S.A. 40A:11-4, et seq., that solicited competitive pricing for the purchase of eight (8) Ford F-250 Super Duty trucks with certain specifications for the Nutrition Division of the Department of Senior Services; and
WHEREAS, the lowest responsible bidder to SB-24-031 is Chas S. Winner, Inc. d/b/a Winner Ford; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, the Supervisor of Roads is recommending that the Board authorize an award of contract to Chas S. Winner, Inc. d/b/a Winner Ford to provide eight (8) Ford F-250 Super Duty trucks pursuant to the specifications set forth in SB-24-040, in the total amount not to exceed six hundred fifty-two thousand nine hundred thirty-six dollars ($652,936.00); and
WHEREAS, Chas S. Winner, Inc. d/b/a Winner Ford offered its prices to members of the Passaic County Cooperative #38PCCP; and
WHEREAS, funds are available in Account Nos. G-01-41-801-022-PE1, T-20-56-870-007-801, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 27, 2024 meeting of the Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4 et seq., the Board of County Commissioners of the County of Passaic hereby authorizes awards of contract to Chas S. Winner, Inc. d/b/a Winner Ford to provide eight (8) Ford F-250 Super Duty trucks pursuant to the specifications set forth in SB-24-040, in the total amount not to exceed six hundred fifty-two thousand nine hundred thirty-six dollars ($652,936.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to take any other steps necessary to carry out the purpose of this resolution.
