RESOLUTION AUTHORIZING AWARD OF CONTRACT TO GOLF CAR SPECIALTIES, LLC, FOR THE PURCHASE OF TWENTY-FIVE (25) 2026 YAMAHA DRIVE EFI GOLF CARTS AND TRADE-IN OF TWENTY-FIVE (25) 2021 YAMAHA DRIVE FLEET GOLF CARTS , SB-26-029, PURSUANT TO N.J.S.A. 40A:11-4 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on March 13, 2026 the Purchasing Agent issued SB-26-029, Purchase of Twenty-five (25) 2026 Yamaha Drive EFI or equal and Trade-In Twenty-five (25) 2021 Yamaha Drive Fleet Golf Cart Trade-In (hereafter “SB-26-029”), in compliance with N.J.S.A. 40A:11-4, et seq., that solicited competitive pricing from qualified vendors for the purchase of new golf carts for use at the Preakness Valley Golf Course and the trade-in of old golf carts; and
WHEREAS, on March 24, 2026, one (1) bid was received under SB-26-029, such bid being submitted by Golf Car Specialties, LLC; and
WHEREAS, the Director of the Department of Parks & Recreation is recommending that the Board authorize an award of contract to Golf Car Specialties LLC, to purchase twenty-five (25) 2026 Yamaha Drive EFI golf carts, and trade in twenty-five (25) 2021 Yamaha Drive Fleet golf carts, pursuant to their response to SB-26-029 in an amount not to exceed ninety-seven thousand three hundred seventy-five dollars ($97,375.00); and
WHEREAS, Golf Car Specialties LLC has offered their prices to members of the Passaic County Cooperative #38PCCP for the term of June 1, 2026 - May 31, 2027; and
WHEREAS, funds are available in Account No. 6-01-44-900-003-000, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the April 29, 2026 meeting of the Public Works Committee, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, the Board of County Commissioners of the County of Passaic hereby authorizes an award of contract to Golf Car Specialties LLC, under SB-26-029 to purchase twenty-five (25) 2026 Yamaha Drive EFI golf carts, and trade in twenty-five (25) 2021 Yamaha Drive Fleet golf carts, pursuant to their response to SB-26-029 in an amount not to exceed ninety-seven thousand three hundred seventy-five dollars ($97,375.00).
LET IT BE FURTHER RESOLVED that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to take any other steps necessary to carry out the purpose of this resolution.
