RESOLUTION AUTHORIZING GRANT AWARDS TO VARIOUS GOVERNMENTAL ENTITIES FOR THE PROVISION OF SENIOR TRANSPORTATION SERVICES TO THE ELDERLY AND RESIDENTS WITH DISABILITIES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Director of the Department is recommending grant awards from its 2025 Casino Revenue and Title IIIB funds to the following governmental entities providing senior transportation services to the elderly and residents with disabilities, in a total amount of one hundred ninety thousand five hundred and sixty five dollars ($190,565.00), as follows:
1. A grant award to the City of Clifton, in the amount of one hundred five thousand two hundred and three dollars ($105,203.00), from the County’s 2025 Casino Revenue funds (New Jersey Transit grant accepted pursuant to Resolution No. R-24-569), for providing transportation services to the elderly and residents with disabilities;
2. A grant award to the City of Passaic, in the amount of forty-four thousand nine hundred and eighty-two dollars ($44,982.00), from the County’s 2025 Casino Revenue funds (New Jersey Transit grant accepted pursuant to Resolution No. R-24-569), for providing transportation services to the elderly and residents with disabilities;
3. A grant award to the City of Clifton, in the amount of twenty-four thousand nine hundred and sixty dollars ($24,960.00), from the County’s Title IIIB funds, for providing senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program; and
4. A grant award to the City of Passaic, in the amount of fifteen thousand four hundred and twenty dollars ($15,420.00), from the County’s Title IIIB funds, for providing senior transportation services to and from municipal nutrition sites and the County Adult Day Care Program; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 18, 2025 Health and Human Services Committee meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes grant awards from its 2025 Casino Revenue and Title IIIB funds to the following governmental entities providing senior transportation services to the elderly and residents with disabilities, in a total amount of one hundred ninety thousand five hundred and sixty five dollars ($190,565.00), as follows:
1. LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of the Department and Director of the Board are authorized to take any action necessary to carry out the purposes of this resolution.
