RESOLUTION AUTHORIZING THE PURCHASE OF LEGAL RESEARCH MATERIALS FROM THOMSON REUTERS/WEST PUBLISHING COMPANY FOR THE PASSAIC COUNTY PROSECUTOR’S OFFICE FOR CALENDAR YEAR 2026, PURSUANT TO N.J.S.A. 40A:11-5(1)(q)

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1)(q), any contract in the amount that exceeds the bid threshold, may be negotiated and awarded by the Board without public advertising for bids and bidding thereof and shall be awarded by resolution of the Board if it is for the purchase of library and educational goods and services; and
WHEREAS, the Passaic County Prosecutor’s Office requires legal research tools and educational materials from Thompson Reuters/West Publishing Company in an amount not to exceed forry-four thousand dollars ($44,000.00) for calendar year 2026; and
WHEREAS, Thomson West executed and notarized the County’s Business Entity Disclosure Certification pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this resolution; and
WHEREAS, funds are available in account number 6-01-20-109-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2024 or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the October 21, 2025 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(q) the Board of County Commissioners of the County of Passaic authorizes a purchase in an amount not to exceed forty-four thousand dollars ($44,000.00) from Thomson Reuters/West Publishing Company for various library and educational goods and services for calendar year 2026.
LET IT BE FURTHER RESOLVED the Clerk of the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to the Thomson Reuters/West Publishing Company and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED that the Clerk of the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
