RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN SERVICES TO SUBMIT THE 2024 PEER GROUPING EXPENDITURE REPORT AND 2025 PEER GROUPING SPENDING ALLOCATION PLAN IN CONSULTATION WITH THE AREA AGING DIRECTOR AS PER THE 2025 PEER GROUPING GUIDELINES FROM THE NEW JERSEY DEPARTMENT OF HUMAN SERVICES, DIVISION OF AGING

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to

N.J.S.A.  40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, the Passaic County Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for the County’s disadvantaged and homeless citizens; and

 

                     WHEREAS, the Governmental Peer Grouping System was adopted, in large part, as a means of providing a stable, predictable financial base for a home and community-based long-term care system; and

 

                     WHEREAS, the Medicaid Peer Grouping Reimbursement System requires each participating county to annually commit a portion of its net increased revenue to expansion of home and community-based services for frail elderly people and people with disabilities who might otherwise require nursing home care; and

 

                     WHEREAS, the State of New Jersey, Department of Human Services, Division of Aging Services has informed the Department that it is eligible for an estimated grant award in the amount of Two Hundred Ninety-Seven Thousand Two Hundred Eighty ($297,280.00) Dollars for the Medicaid Peer Grouping Reimbursement System for county-operated long-term care facilities for calendar year 2025, in accordance with letter dated March 25, 2025, attached hereto and made part of this Resolution; and

 

                     WHEREAS, based on estimates prepared by the State of New Jersey, Department of Human Services, the County can anticipate that Two Hundred Ninety-Seven Thousand Two Hundred Eighty Dollars ($297,280.00) in increased revenue will be generated by the Medicaid Peer Grouping Reimbursement System in calendar year 2025, with the County providing a net match of fifty percent (50%); and

 

                     WHEREAS, the Director of the Department is requesting a resolution authorizing the submission of the 2024 Peer Grouping Expenditure Report and 2025 Peer Grouping Spending Allocation Plan in consultation with the Area Aging Director as per the 2025 Peer Grouping Guidelines from the New Jersey Department of Human Services, Division of Aging; and

 

                     WHEREAS, this matter was discussed at the April 1, 2025, Health and Human Services Committee meeting, and is being recommended to the Board for approval; and

NOW, THEREFORE, LET IT BE RESOLVED, that pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Director of Human Services to submit the 2024 Peer Grouping Expenditure Report and 2025 Peer Grouping Spending Allocation Plan in consultation with the Area Aging Director as per the 2025 Peer Grouping Guidelines from the New Jersey Department of Human Services, Division of Aging; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
