RESOLUTION AMENDING GRANT AGREEMENT NO. DOAS26AAA016 TO INCORPORATE SUPPLEMENTAL FFY 2025 FEDERAL FUNDS INTO THE 2026 AREA PLAN CONTRACT, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and 

 

WHEREAS, the Department of Senior Services (“Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and

 

WHEREAS, in Policy Memorandum No. 2026-1, I-1, dated January 20, 2026, attached hereto and made a part hereof, the State of New Jersey, Department of Human Services, Division of Aging Services, noticed the County of the updated FFY 2025 funding award from the Administration for Community Living, and that due to a delay in the federal notice of award, supplemental funds would be incorporated into the 2026 Area Plan Contract; and

 

WHEREAS, the County desires to amend Grant Agreement No. DOAS26AAA016 to reflect the incorporation of the supplemental funds described in Policy Memorandum No. 2026-1, I-1, resulting in a total increase of twenty-four thousand three hundred seventy-one dollars ($24,371.00), broken down by funding source as follows:

 

                     Title III B:  $4,946.00 increase, raising the total funding source amount from $311,550.00 to $316,496.00;

                     Title III C1:  $9,454.00 increase, raising the total funding source amount from $380,102.00 to $389,556.00;

                     Title III C2:  $6,368.00  increase, raising the total funding source amount from $297,697.00 to $304,065.00;

                     Title III E:  $3,603.00 increase, raising the total funding source amount from $297,697.00 to $304,065.00; and

 

WHEREAS, these funds are set to expire on September 30, 2026; and

 

                     WHEREAS, the grant increase will provide additional funding for grantees to provide supportive services to eligible seniors throughout Passaic County; and

 

                     WHEREAS, this matter was discussed at the February 18, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.

 

NEW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”), hereby authorizes the amendment of Grant Agreement No. DOAS26AAA016 to incorporate the supplemental funds described in Policy Memorandum No. 2026-1, I-1, dated January 20, 2026, attached hereto and made a part hereof, resulting in an increase of twenty-four thousand three hundred and seventy-one dollars ($24,371.00), from two million nine hundred thirty-six thousand three hundred and ninety-seven dollars ($2,936,397.00) to a new total of two million nine hundred sixty thousand seven hundred and sixty eight dollars ($2,960,768.00).

 

LET IT BE FURTHER RESOLVED, that the Director of the Board and Clerk to the Board are hereby authorized to execute the aforesaid amended grant agreement and to carry out the terms thereof, subject to the actual receipt of the above-stated funds from the New Jersey Department of Human Services, Division of Aging Services.
