RESOLUTION REAPPOINTING SHANIKWA LEMON AND APPOINTING ARTI KAKKAR AND MARK BATTAGLIESE TO THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD FOR A THREE (3) YEAR TERM, PURSUANT TO THE WORKFORCE INNOVATION AND OPPORTUNITY ACT OF 2014

                     WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board established the Passaic County Workforce Development Board to develop and submit a comprehensive four-year local plan, and other conditions as stated therein, to aid in workforce development activities in the County; and

 

                     WHEREAS, according to Section 107 of the Workforce Innovation and Opportunity Act of 2014, at a minimum, (a) a majority of the members of each local board shall be representatives of business in the local area; (b) no less than twenty percent (20%) of the members of each local board shall be representatives of the workforce within the local area; (c) each local board shall include representatives of entities administering education and training activities in the local area; (d) representatives of governmental, economic and community development entities serving the local area; and such other individuals or representatives of entities as the chief elected official in the local area may determine appropriate; and  

 

                     WHEREAS, on August 13, 2025, the Board passed Resolution No. R-24-0661, appointing Shanikwa Lemon to the Workforce Development Board for a term commencing August 13, 2024 and expiring January 21, 2025; and

 

                     WHEREAS, the Executive Director of the Workforce Development Board is recommending reappointment of Shanikwa Lemon to the Workforce Development Board for a three (3) year term commencing January 22, 2025 and expiring January 21, 2028; and

 

WHEREAS, the Executive Director of the Workforce Development Board is recommending to appoint Arti Kakkar to the Workforce Development Board for a three (3) year term commencing January 22, 2025 and expiring January 21, 2028; and

 

WHEREAS, the Executive Director of the Workforce Development Board is recommending to appoint Mark Battagliese to the Workforce Development Board for a three (3) year term commencing March 9, 2025 and expiring March 8, 2028; and

 

                     WHEREAS, this matter was discussed at the January 15, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board of County Commissioners of the County of Passaic reappoints Shanikwa Lemon and appoints Arti Kakkar and Mark Battagliese to the Passaic County Workforce Development Board for a three (3) year term, as follows:

                     LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Director of the Workforce Development Board, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
